This series includes original applications for rights of way across Indian land for pipelines, electric lines, telephone lines, roads, and other uses. The records include appraisal reports; bills, receipts and vouchers for payments,; deeds and agreements; maps showing location of rights of way; and correspondence between the agency, the Commissioner, lawyers, and individual Indians relating to approval of the rights of way.

In 1851 the Osage Subagency and the Neosho Subagency were combined to form the Neosho Agency which was responsible for the Osage, Quapaw, Seneca, and Mixed Band of Seneca and Shawnee. This agency was placed under the Southern Superintendency where it remained until transferred to the Western Superintendency in 1867.
